Vadim Yanitskiy bc14c15af6 dist: include .[tarball-]version and git-version-gen files 
Most of other [lib]osmo-projects do include these files in the release
tarballs.  Do the same for the sake of consistency.

Vadim Yanitskiy 40d59f14a2 Add a pkg-config manifest for libosmogapk 
In order to make pkg-config 'see' the libosmogapk, a corresponding
package description is required. For more details, see:

Sylvain Munaut 2c8b3fd281 build: Use AM_CPPFLAGS in Makefile.am 
Since automake 1.13 INCLUDES is depricates and causes a warning

Inspired from similar patches by Alexander Huemer for other osmocom
projects
