src/pcu_l1_if.cpp: fix: properly pass measurements from PCUIF
The recent versions of OsmoBTS do provide the following measurements: - RSSI (Received Signal Strength Indication), - ToA (Timing of Arrival), - BER (Bit Error Rate), as well as C/I (Carrier-to-Interference ratio) since [1] (OS#4006).
