The new type LapdmFrameBter and its send and receive template is used to
send and receive Bter frames, which has a short L2 header and uses all
23 octets for payload.
Bter frames are DCCH UI frames with SAPI 0 and 23 octets sent on
downlink only.

TTCN-3 offers a very convinient way of matching an octetstring
against a record template (decoding target) on the fly, so that
there is no need to attempt decoding it manually beforehand.
This can be done by using the 'decmatch' keyword (see B.1.2.9).
Unfortunately, decmatch fails if an octetstring is longer than
the encoded variant of the decoding target (e.g. has padding).
Let's work this around by adding a 'padding' field, so during
decoding all remaining octets will be stored in it.

Some of our files didn't have a copyright notice at all, let's add
it. Also, update the notices in other files and ensure a SPDX
identifier is present in all but the most trivial files.

For some reason, the "FIELDORDER(lsb)" only worked for U-frames,
but not for S- and I-frames. Probably a TITAN bug, but rather than
debugging that now, let's rewrite the LAPDm types as "FIELDORDER(msb)"
as that appears to work.

This adds a series of test cases to BTS_Tests.ttcn implementing testing
of the RLL sub-layr of RSL, i.e. the translation between LAPDm frames
on the Um interface and the RLL frames on the Abis side (and vice vrsa).
