The existing implementation dind't account for the two-byte L1 header
preset on the SACCH in both uplink and downlink.

If a LAPDm message is shorter than the MAC block size, we must pad
it before seding it to L1. trxcon e.g. would ignore any frames with

Some of our files didn't have a copyright notice at all, let's add
it. Also, update the notices in other files and ensure a SPDX
identifier is present in all but the most trivial files.

This will prevent subsequent failures from overwriting the verdict so we
can easily see the root cause of the test failure.
Using testcase.stop instead for errors internal to our test
infrastructure to mark them as test errors instead of failed.

The L1CTL socket path can be configured as module parameter of
the L1CTL_PortType module, so there's no need in repeating that
configuration inside LAPDm_RAW_PT
