target-xtensa: implement conditional jumps

- BZ (comparison to zero);
- BI0 (comparison to signed immediate);
- BI1 (comparison to unsigned immediate);
- B (two registers comparison, bit sets comparison);
- BEQZ.N/BNEZ.N (narrow comparison to zero).
