Use the variables WIRESHARK_QT{5,6}_PREFIX_PATH.
This allows having Qt5 and Qt6 paths configured isimultaneously and switch easily between them.
Use list(APPEND) to avoid clobbering other CMAKE_PREFIX_PATH paths.

Download our third party libraries and drivers from dev-libs.wireshark.org
in win-setup.ps1. Automatically check our state based on our library
filenames and hashes instead of a manually updated tag.
If USE_qt6 is enabled, set CMAKE_PREFIX_PATH to WIRESHARK_QT6_PREFIX_PATH
if it's defined. This lets you more easily switch between Qt 5 and
6 builds. Note that we have experimental support for Qt 6 in the
Developer's Guide.
Qt's documentation recommends using CMAKE_PREFIX_PATH to designate your
Qt installation prefix: https://doc.qt.io/qt-5/cmake-get-started.html.
Do so in GitLab's CI and update the Developer's Guide.
C-ares is required, so don't mark it as optional. Add Win64 download
URLs and list them first. Zlib is part of our vcpkg bundle.

Only warning, note and tips admonitions are documented for use in the
"Typographic Conventions" section. Asciidoctor also supports IMPORTANT
and CAUTION, but we do not use it. Remove it to avoid broken pictures.
Extcap is another user, but that is being removed in another patch.

As noted in "AsciiDoc Recommended Practices" at
https://asciidoctor.org/docs/asciidoc-recommended-practices/, the
AsciiDoc/Asciidoctor community seems to have settled on ".adoc" as a
file extension and that's the one preferred by the Asciidoctor project.
Update our filenames to match.
