Clean up release notes for 2.4.

Specifically, remove all the stuff that was listed as new in the 2.2 release
notes.  Comment out some empty sections.

(Note that the "Encrypted UDP based FTP with multicast" protocol is removed
because that dissector was backported to master-2.2.)
