Holger Hans Peter Freyther 7ab0c0b86c jenkins: Attempt to fix build on FreeBSD and not break Linux 
pcap-config is not present as libpcap is part of the base system.
Use it as /bin/true and inject -lpcap as PCAP_LIBS.
