Unfortunately "-std=c99" is not sufficient to make gcc ignore code that
uses constructs of earlier C standards, which were abandoned in C99.

The decoding pointer was not increased correctly, ending up in reading
by 1 byte offset for each item in the list.

Some initial testing for that module was writen to apparently do some
manual tests (rand()) but were never added to testsuite.at.
Let's make sure they run during make check (make the test deterministic
by removing rand()).

Remove the paragraph about writing to the Free Software Foundation's
mailing address. The FSF has changed addresses in the past, and may do
so again. In 2021 this is not useful, let's rather have a bit less
boilerplate at the start of source files.

Instead of using a ./configure parameter to decide whehter to build
tests or not, use the check_PROGRAMS variable so that the tests are
only built when running `make check`.
To avoid slowing down the test phase itself, collapse the declaration
of the test targets in the tests/Makefile.am file, this way they can
be built and linked in parallel before the testsuite is executed.

The output of make check is looking like this now:

This patch moves all GSM-specific definitions to include/osmocom/gsm.
Moreover, the headers in include/osmocore/ have been moved to
include/osmocom/core.
This has been proposed by Harald Welte and Sylvain Munaunt.
Tested with `make distcheck'.

libosmogsm which is provided by libosmocore.
I have also moved generate_backtrace() to backtrace.c instead
of gsm_utils.c, otherwise the timer and msgfile tests depend on
libosmogsm.
