Timeval: Move implementation to use clock_gettime and timespec
...
According to gettimeofday manual:
"Applications should use the clock_gettime() function instead of the
obsolescent gettimeofday() function."
Furthermore, it may be desirable in the future to use other clocks such
as monotonic.
