systemd: Reduce the re-start interval to a couple of seconds
With the exit on failure/disconnect option we restart the PCU a
lot more and might not want to wait five seconds.

sysmopcu: Re-start the PCU on disconnect

equally broken clean-up paths.

systemd: Add a service for the sysmopcu
Provide a systemd service file for sysmopcu, leaves
the bundled combined sysvinit for sysmobts and sysmopcu
for legacy systems.
