The IMSI can only be 15 characters in length, our define gives
us a length of 17. This means we have place for two NULs. Use
strncpy and make sure it is null-terminated.

libosmogsm is a new library that is distributed in the libosmocore.
Now, openbsc depends on it. This patch gets openbsc with this
change.
This patch also rewrites all include path to the new
osmocom/[gsm|core]
