[gsm48] Move RR CHANNEL MODIFY to gsm_04_08_utils.c

Be able to send RR CHANNEL MODIFY from the BSC/MSC code
as well. Move the method that knows about the IPAccess RTP
and issues the "bind" to the utils tool
