Add example scripts for the distributed GSM network:
esme_dgsm.py: connect to the SMPP port of OsmoMSC A and forward SMS to the SMPP
port of OsmoMSC B. The IP and port of OsmoMSC B is retrieved by the receiver's
MSISDN using osmo-mslookup-client.
contrib/dgsm/freeswitch_dialplan_dgsm.py: resolve the destination SIP servers
of calls with osmo-mslookup-client and bridge the calls accordingly.

Add new environment variables WITH_MANUALS and PUBLISH to control if
the manuals should be built and uploaded. Describe all environment vars
on top of the file.
When WITH_MANUALS is set, install osmo-gsm-manuals like any other
dependency and add --enable-manuals to the configure flags (for "make"
and "make distcheck"). Add the bin subdir of the installed files to
PATH, so osmo-gsm-manuals-check-depends can be used by ./configure.

After recent switch to legacy python2 .deb fails on OBS. Let's put
known-to-work python3 dependency back but keep the script itself on
python without version specifier as it seems to work fine with both
versions.
This, in turn, causes tests to fail on FreeBSD so disable them for now.
