Andre Puschmann 1dddb7b264 srsepc.conf.tmpl: zero-pad mnc and mcc in config 
srsEPC expect zero-padding MNC/MCC in config file. However,
001 and mcc will end up as 1 in the rendered template.
Therefore, they need to be formatted correctly.
