OsmoBTS/abis/rsl: cosmetic: 'IPA style'

Consistently name the PDCH act methid 'IPA style', name ip.access only once
in the 'IPA Style Dynamic Channels' section.

Consistently write 'IPA style' without hyphen (not 'IPA-style').

Capitalize section headers ('IPA Style').
