measurement: pass *mr to lchan_bs_pwr_ctrl()

As a side effect, we have to sacrifice a unit test (TC_inval_dummy)
because it becomes impossible to pass a dummy or invalid SACCH block
to lchan_bs_pwr_ctrl().
