log: Adjust "new SIGTRAN connection" logging level

The "new SIGTRAN connection" message is sent on every new transaction
between an MS and MSC, i.e. A LOT during normal operation. Let's
demote it to INFO and clarify that this is about SCCP connection
instead of a generic SIGTRAN term.
