Harald Welte 693476da5d gbproxy: Add GBProxy_Tests_Outage 
This test runs TC_BVC_bringup, terminates all components, waits
long enough for all NSVCs to go dead, and then re-starts TC_BVC_bringup
to see if it still recovers.
