The current paging load tests only test what happens when the paging
load is introduced from the PS side. However there are no tests that
tests what happens when PS pagings are introduced from the PCU side
into an already overloaded system.
osmo-bts was equipped recently with a mechanism that detects congestive
situations. Once a congestion is detcted osmo-bts will drop pagings from
the BTS side. The rationale of the new testcase is that the behavior
must not change when the PS pagings start since osmo-bts is dropping
them.

PCUIFv9 compatibility has been dropped in [1], so now we can tell
TITAN's RAW codec what kind of padding to expect in received
messages and to append to encoded messages. This eliminates
thousands of warnings about unhandled tail octets.

Unlike osmo-pcu, osmo-bts does check length of the messages received
over the PCU interface, so I7a532d7abff8af354e40c5d706bb882efc6f905f
caused all the related test cases in ttcn3-bts-test to fail.
Reverting it is not a solution, because we cannot maintain different
padding attributes for two different protocol versions. Let's add
a wrapper function that would call enc_PCUIF_Message() and append
padding depending on the configured protocol version. In addition,
let's add a module parameter that would allow us to (optionally)
disable padding for ttcn3-pcu-test.
This change makes all broken PCUIF specific test cases pass.

In Ieefa61232eb215a19a02e490255332e28e23b8f8, I had to revert
I5808954b5c67c3239e795e43ae77035152d359ef, because that change
broke encoding of messages on the PCU interface.
Since we cannot use 'PADDING' attribute until its implementation
is fixed in TITAN, let's work this around by stripping padding
bytes manually in UD_to_PCUIF().

Some of our files didn't have a copyright notice at all, let's add
it. Also, update the notices in other files and ensure a SPDX
identifier is present in all but the most trivial files.

Our TTCN-3 PCUIF code so far was only used to simulate the PCU side
of the interface: connecting to the socket as a client. However,
it's also useful to emulate the BTS side of the interface: Listening
for a connection as a server.
Also, the send/receive templates are prepared for the inverse role.

This will prevent subsequent failures from overwriting the verdict so we
can easily see the root cause of the test failure.
Using testcase.stop instead for errors internal to our test
infrastructure to mark them as test errors instead of failed.
