BSC_Tests_CBSP was sending an ETWS message but using non-ETWS templates
to match the response, which may differ from an ETWS one (for instance,
ETWS related messages have no channel_ind).

So far only non-emergency CBS messages were tested, which require a
slighlty idfferent encoding on the protocol side.

information (PLMN).

This adds new tests:
* TC_cbsp_emerg_write_bts_cgi_noreplace
* TC_cbsp_emerg_write_bts_cgi_replace
* TC_cbsp_emerg_write_bts_cgi_kill
All of the above relate to improved / fixed handling of emergency
broadcasts in some corner cases.

The list might be empty because either there were no broadcasts
completed in case of a CBS message, or because it was an emergency
message where this IE is never used.

osmo-cbc is the Osmocom cell broadcast centre. So far, there was no
TTCN-3 test suite. Let's change that.

Keep a local next_idx so that lengthof() doesn't fail after adding a '*' entry.
Fixes this error in BSC_Tests_CBSP.TC_cbsp_write_then_kill:

Let's make the tests fail if we actually run in those cases, but at

When the BSC receives an ETWS PN via CBSP, it must send it through all
established dedicated channels of the matching BTSs.

In this testsuite, we simulate BTS and CBC by attaching to RSL and CBSP
protocol interfaces of the BSC. We then issue a variety of CBSP
commands to the BSC and check for corresponding action on both the BTS-
facing RSL as well as responses on the CBSP side.

For some reason, the 'ifpresent' annotation doesn't work in lists
of templates. This means we have to re-think the CBSP template
structure at some point. However, this would be a significant detour
and I'd rather have working tests right now, so we can verify the
actual functionality merged into the BSC right now.
