PCU: Add tests for our new IP Sub-Network-Service (SNS) Gb interface

The SNS-enabled Gb interface has no RESET/BLOCK/UNBLOCK procedures,
but introduces a bunch of new SNS procedures.  Most importantly the
SNS-SIZE and SNS-CONFIG procedures.
