PCU_Tests: fix TC_nacc_outbound_si_resolve_timeout 

This patch fixes TC_nacc_outbound_si_resolve_timeout, which is still
using old hard-coded MCC/MNC values.  The altstep does the same, but
relies on the updated values from ts_BssgpCellIdDstAddr_default.
