bsc CBSP: expect zero-payload ETWS CMD after CBSP RESET
When receiving the instruction to CBSP RESET, osmo-bsc should stop CBSP broadcasting on all BTSes. Expect the according zero-payload ETWS CMDs on all CBSP relevant RSL ports. This behavior is implemented by osmo-bsc I925a041936c6163483d70fe6d158af368ec8c444 This is expected to break all CBSP tests until above bsc patch is merged, particularly the 'latest' tests will see this breakage until the next release is tagged.
