Harald Welte 985ff31efa work-around what appears to be a pylint bug 
smpp.pdu.pdu_types.DataCodingScheme.GSM_MESSAGE_CLASS very much exists,
and I can prove that manually in the python shell.  So let's assume this
is a pylint bug and work around it

Harald Welte 0b32725f80 Add support for encoding/decoding SMS in TPDU and SMPP format 
This is important when talking OTA with a SIM.

Harald Welte 75a58d1a87 Add new pySim.ota library, implement SIM OTA crypto 
This introduces a hierarchy of classes implementing

* ETS TS 102 225 (general command structure)
* 3GPP TS 31.115 (dialects for SMS-PP)

In this initial patch only the SMS "dialect" is supported,
but it is foreseen that USSD/SMSCB/HTTPS dialects can be
added at a later point.
