pySim-prog: fix handling of mnclen parameter.
The handling of the mnclen parameter does not work. Lets fix it so that it can be used again with CSV and normal card programming. Lets ensure that depending on the parameter and the defaults it is always ensured that the mnc string has the correct length so that lower layers can deduct the length of the mnc properly by the string length of the mnc.
