"make install" now calls scripts/makedev.sh if /dev/isdnctrl0 doesn't exist;
README enhanced with makedev.sh info.

Renamed CONFIG_AREACODE_DATA to CONFIG_DATADIR, because it's used

for firmware-images also.
Added actctrl.
Bugfix: CONFIG_KERNELDIR and other variables had not been exported
to configure-subprocesses.
