FS-4116 --resolve repeat bootstrap.sh or manually remove config.cache before running configure. The options was cached from the first time you ran configure and the new --without-openssl param did not matter

remove autogenerated file libs/ldns/install-sh

Re-bootstrapping is needed after this change. Previously CentOS 5
systems wouldn't build correctly without this file in tree, but we've
adjusted bootstrap to compensate.
