This is needed to avoid sending voice frames to the L1PHY without having to use MNCC specific struct gsm_data_frame. The FSF has changed addresses in the past, and may do so again. In 2021 this is not useful, let's rather have a bit less boilerplate at the start of source files. Neels Hofmeyr	0c77a7f4cf	mobile: fix gsm_recv_voice: pull l1ctl header from TCH payload ... That function encapsulates the RTP payload in an MNCC header, but the l1ctl dl header has to be removed first to get only the RTP payload in the MNCC structure.
