trxcon: configure.ac: call LT_INIT after setting CFLAGS
If $CFLAGS is empty prior to calling the LT_INIT, this macro will set $CFLAGS to "-g -O2". We don't want implicit flags out of nowhere, so let's simply move the invocation of LT_INIT down below. Change-Id: I8d8eb1e3428ffcb84ddd53230fada39328337d15 Related: OS#5749
