John Thacker d0cb5c871d Qt: Update splash screen for applying changed preferences
Add a registration step / splash screen display for applying
changed preferences at startup, and set that message when we
start to apply the preferences.

This still leaves an issue when opening at startup a file that
takes a long time to process a particular record (probably a
TLS packet when the configured SSLKEYLOGFILE is very large,
see #17051), but at least in that case a message about applying
preferences is essentially true, unlike a message about
find local interfaces.
