If the init function is called and the statistics table already exists, it's
sufficient to clear the data that was collected when the tap parsed the
packets.
Fix a typo in a comment while at it.

Commit f4ac70818a updated the init function to use stat_tap_find_table and
create the statistics table only when it doesn't already exist.
However, if the table does already exist, its rows are still populated
again. If the table rows contain data that is allocated dynamically by
g_malloc or g_strdup, populating the table again (without freeing its rows
before) causes a memory leak.
If the init function is called and the statistics table already exists, all
we have to do is clear the data that was gathered when the tap parsed the
packets. This is what the stat_tap_reset_table_cb function does.

If you load a capture file and open any statistics dialog, you'll see the
list of collected items. Each time you press the Apply button (without entering a
display filter) another list of items will be created as a top-level entry
of the statistics tree. Only the first list will have the correct values,
all subsequent lists will not be populated.
Each statistic module defines a stat_tap_table_ui structure that contains a
stat_tap_init_cb function. This init function is called by
SimpleStatisticsDialog::fillTree before the tap listener is registered. This
happens each time we collect the statistics.
However, it seems that all init functions create a new stat_tap_table each
time they are called, even if they already have an existing stat_tap_table
of the same name.
This patch adds a stat_tap_find_table function to find a table by name.
As a first step, we update the ANSI A-I/F BSMAP Statistics to check if its
table is already registered. If it is, the table will not be created again.
These were detected by running check_typed_item_calls.py
with --consecutive, which flags items that have different
labels but the same filter string. Usually this is because
of copy/paste.
Quite a few similar bugs still exist, will address in a future commit.

true_false_strings have no helper function to properly retrieve the
string representing the true or false value, much like unit_strings,
even though this is not uncommon in dissectors.
This change introduces the helper function and modifies the dissectors,
so that they use this helper i.s.o. their own expressions.

This allows taps that can fail to report an error and fail; a failed
tap's packet routine won't be called again, so they don't have to keep
track of whether they've failed themselves.
We make the return value from the packet routine an enum.
Don't have a separate type for the per-packet routine for "follow" taps;
they're expected to act like tap packet routines, so just use the type
for tap packet routines.
One tap packet routine returned -1; that's not a valid return value, and
wasn't one before this change (the return value was a boolean), so
presume the intent was "don't redraw".
Another tap routine's early return, without doing any work, returned
TRUE; this is presumably an error (no work done, no need to redraw), so
presumably it should be "don't redraw".
Clean up some white space while we're at it.

All users of the ELEM_OPT_TLV and ELEM_MAND_TV macros pass an empty string ("")
for the elem_name_addition parameter, so it can never be NULL. The Coverity
warning was about a superfluous check (elem_name_addition[0]=='\0'). All of
these checks are superfluous anyway since both branches yield an empty string.

This allows for a wmem_allocator for users of format_text who want
it (dissectors for wmem_packet_scope()). This lessens the role of
current format_text functionality in hopes that it will eventually
be replaced.

Have all dissector tables have a "supports Decode As" flag, which
defaults to FALSE, and which is set to TRUE if a register_decode_as()
refers to it.
When adding a dissector to a dissector table with a given key, only add
it for Decode As if the dissector table supports it.
For non-FT_STRING dissector tables, always check for multiple entries
for the same protocol with different dissectors, and report an error if
we found them.
This means there's no need for the creator of a dissector table to
specify whether duplicates of that sort should be allowed - we always do
the check when registering something for "Decode As" (in a non-FT_STRING
dissector table), and just don't bother registering anything for "Decode
As" if the dissector table doesn't support "Decode As", so there's no
check done for those dissector tables.

This saves many dissectors the need to find the data dissector and store a handle to it.
There were also some that were finding it, but not using it.
For others this was the only reason for their handoff function, so it could be eliminated.

The target here is the Decode As dialog where protocols have multiple registrations into a dissector table and that shows up as multiple entries in the Decode As dialog list with the same name so users are unsure which "dissector" they are choosing.
The "default" behavior (done in this commit) is to not allow duplicates for a dissector table, whether its part of Decode As or not. It's just ENFORCED for Decode As.

It ends up dragging in libwireshark headers, which programs not linking
with libwireshark shouldn't do. In particular, including
<epan/address.h> causes some functions that refer to libwireshark
functions to be defined if the compiler doesn't handle "static inline"
the way GCC does, and you end up requiring libwireshark even though you
shouldn't require it.
Move plurality() to wsutil/str_util.h, so that non-libwireshark code can
get it without include epan/packet.h. Fix includes as necessary.

A few sample tap/dissectors (ANSI/A, ANSI MAP) are also included to test the API. The "GUI output" is a bit raw and could use some "prettying up", but all the basic hooks are there.
Telephony "stat grouping" needs to be better alphabetized to properly populate menu (on GTK, probably Qt)
