LaPDm: Refuse SUSPEND/RESUME/RECONNECT in BTS mode 

The primitives for SUSPEND, RESUME and RECONNECT are only permitted on
the MS side of the LAPDm link, not on the BTS side.  So we should check
for this and reject, accordingly.
