The groups are, technically, independent of the notion of a menu, and,
if we have mechanisms by which taps that are not only GUI
toolkit-independent but independent of the *existence* of a GUI can be
registered, they might want to register themselves in a group just in
case they're running in a program that has a GUI.
Also, this might fix the Debian package build.

subtypes, e.g. Network Monitor version 1 and Network Monitor version 2
are separate "file types", even though they both come from Network
Monitor.
Rename various functions, #defines, and variables appropriately.

time stamps on all packets in a set, you can't determine the start and
end time of the packets in the set (even one timestampless packet throws
the determination off - was that packet before the first time-stamped or
after the last time-stamped packet, or between them?).
