Don't use ctype.h routines.
...
That avoids locale dependency and handles possibly-signed chars (which
we weren't always doing before).

Move the epan/filesystem.c routines to wsutil; they're not specific to

packet dissection, they're specific to the entire Wireshark suite of
programs.
