Chris Maynard 63c297c455 Fix https://bugs.wireshark.org/bugzilla/show_bug.cgi?id=9138 (Malformed NORM packet) having to do with Wireshark assuming that all remaining bytes in the packet are part of the "cc_node_list", rather than stopping dissection according to the hdr_len field in the NORM Common Message Header.

Michael Mann d12fc51afd Overhauled the RMT dissectors. Not sure each needs its own file, but since this involves multiple RFCs, they remain split out by that. More are now a "pure" dissector and not a "decoding function hook".
Some Notes:
1. Converted to "new style" dissectors with data being passed between dissectors
2. Combined header files into one since there wasn't much that should have really been in the header files.  Implemented functionality is in c module of respective dissector.

Not sure if LCT preferences should just be in the LCT dissector and not the RMT-ALC "parent", but kept for backwards compatibility.

(1) Trailing/leading spaces are removed from 'name's/'blurb's
(2) Duplicate 'blurb's are replaced with NULL
(3) Empty ("") 'blurb's are replaced with NULL
(4) BASE_NONE, NULL, 0x0 are used for 'display', 'strings' and 'bitmask' fields
    for FT_NONE, FT_BYTES, FT_IPv4, FT_IPv6, FT_ABSOLUTE_TIME, FT_RELATIVE_TIME,
    FT_PROTOCOL, FT_STRING and FT_STRINGZ field types
(5) Only allow non-zero value for 'display' if 'bitmask' is non-zero

Anders Broman 6226035893 Apply yet another set of the optimization patches:
When offset parameter is 0 replace tvb_bytes_exist() with the faster tvb_length().

On the other hand 
	if (tvb_bytes_exist(tvb, 0, 20)
is more readable than
	if (tvb_length(tvb) >= 20

so only do it in heuristic function

Anders Broman 1950ffc214 Apply the small performance enhancment patches for:
- if offset is 0, tvb_length is the same as tvb_length_remaining, just faster.
Replace 
- col_append_fstr() with faster  col_append_str() 
- col_add_str() with col_set_str()
when it's safe

Guy Harris 1d73cea470 Add a header that redefines g_array_index() to throw in a "void *" cast
to work around the "data" field of a GArray being a guint8 *, and
defines a g_array_data() macro to extract that field and cast it to void
*.

Use that header where needed.

Guy Harris d2f2043218 Fix RFC number.
Use "tvb_reported_length_remaining()" for all length checks and values,
so we get the *actual* packet length, not the *captured* packet length
(it's a *feature* if it reports a "packet cut short" error if the packet
really *was* cut short by slicing).

Set subtree lengths to -1, so that if an exception is throws while
dissecting them, the length includes all the data.

Get rid of unused variables, and mark unused parameters.

In heuristic checks, give up if we don't have enough data to check.
