From Christian Falckenberg: beginnings of a MEGACO dissector.

Move SCTP payload protocol IDs to a header file, and get the PPIDs from
that header file rather than defining them in dissectors running atop
SCTP.  Use both the old(?) and official PPID for ASAP.
