SOME/IP: Change UAT config from dec (0 or 1) to bool.

This patch simplifies the UAT config by using BOOL instead of DEC
to clean up the code as well as fix warnings.

Be aware that this patch changes the format of:
- SOMEIP_parameter_base_types
- SOMEIP_parameter_strings

I will reflect this change in my generation tools available online.
