With the availability of the iop-adma driver iop platforms can now use
their offload engines for md-raid5 (copy+xor) and net-dma (tcp receive
copy) offload.

DEBUG_WAITQ appears to have been removed by others, but no one
removed the configuration option from ARM. Remote it from both
Kconfig.debug and all default configurations.
