[CPUFREQ] EXYNOS: Make EXYNOS common cpufreq driver

To support various EXYNOS series SoCs commonly,
added exynos common structure.
exynos-cpufreq.c => EXYNOS series common cpufreq driver
exynos4210-cpufreq.c => EXYNOS4210 support cpufreq driver
