fuse: Move CUSE Kconfig entry from fs/Kconfig into fs/fuse/Kconfig

Given that CUSE depends on FUSE, it only makes sense to move its
Kconfig entry into the FUSE Kconfig file.  Also, add a few grammatical
and semantic touchups.
