cpuset: Fix cpuset_cpus_allowed_fallback(), don't update tsk->rt.nr_cpus_allowed

The rule is, we have to update tsk->rt.nr_cpus_allowed if we change
tsk->cpus_allowed. Otherwise RT scheduler may confuse.
