Locking issues dealing with service_lock.

*  Removed unneeded and uninitialized service_lock.
*  Fixed potential locking imbalance in pri_dchannel():PRI_EVENT_RESTART.
*  Fixed verbose message typo in pri_dchannel():PRI_EVENT_RESTART.
