Message Waiting Order: If the mobile station is capable of performing message waiting
notification, the mobile station shall indicate the presence of messages waiting based
on the information contained in the message type field of the Message Waiting order
(i.e., O for clear or no messages,other non-zero values indicate the number of
messages waiting). The mobile station then enters the System Access Task( see $2.6.3)
with an “order confirmation” indication
