Move common Trap-related code into separate file
The ctrl2cgi.py is heavily based upon soap.py - let's move all the shared code into separate file to make further modifications easier. Change-Id: I7b59f2dbded9074d15f2d2f40bf5a92ed02601e2 Related: SYS#4399changes/36/11936/4
