debug log: cosmetic fixes

Drop erroneous C from a DEBUGPC, should be on a new line.

Drop underscores from IPAC_PDCH_[DE]ACT: all other log messages for IPAC PDCH
are without underscores -- git grep "P(.*IPAC.PDCH.*ACT"
