bts: ipa/osmo-bts/sysmobts: MO: add support for the second NSVC
The second NSVC MO has been explicit skipped and never been interacted with. osmo-bts is already supporting it for a long time as well the PCU is supporting it at least since the NS2 code migration. Fixes the ttcn3 test case BTS_Tests.TC_pcu_socket_two_nsvc. Closes: OS#5835 Change-Id: I3486a7cc9a424602b73f8adc2fefce169213e46bchanges/01/30701/2
